The National Rollout of the Electronic Patient Record (ePA) and the "Opt-Out" Paradigm
A pivotal shift in 2025 was the transition of the Electronic Patient Record (ePA) to an "opt-out" model. Previously, patients had to proactively apply for a digital record; now, every insured citizen automatically receives one unless they explicitly object.
By early 2026, nearly 70 million ePAs have been created. This digital file acts as a central repository for:
Medical Reports: Discharge summaries and doctor's letters.
Laboratory Data: Blood tests and diagnostic findings.
Imaging: X-rays and MRI reports.
Vaccination Records: Digitized history of immunizations. The system is designed to prevent redundant testing (duplicate X-rays) and to provide emergency physicians with immediate access to life-saving information, such as allergies or current medication lists.
